Historians–economic historians in particular–still have to fill a lot of blanks in the chapter on the USSR after WWII. There is a consensus that in Brezhnev’s time factor productivity in most Soviet industries was stagnating, that low oil prices and a decline in oil production in the mid-1980s were a huge problem for the Soviet economy, that the military sector was consuming too much resources while agriculture was dying.
