Daniel Coyle in a NYT article on Russian tennis players, speaking of a female non-tennis-player:

[She] possessed a fast-alternating combination of film noir toughness and
childlike giddiness that I took as the quintessence of modern Russia.

Qualify this “Russia” with “urban,” and that’ll sound just right, as long as the subject is female.
