Is Putin Thinking About Changing His Ways? asks Anna Nemtsova (not related to the late politician, Boris Nemtsov)… no, I don’t think Putin is going to “change his ways.” What got me interested was this big of information:

What is “Tatar-born” supposed to mean? “US-born,” “American-born,” “Russia(n)-born” refer to one’s place of birth. Elvira Nabiullina was born into a Tatar family as far as I know from Wikipedia, but she was born and grew up in Ufa (Öfö). That’s the capital of the republic to the east of Tatarstan, Bashkortostan, where Bashkirs, Tatars, and Russians are the three largest ethnic groups.
